You can rent mopeds through Hawaiian Riders. Their website is below - it shows all their locations on Kauai and Maui.

If you are taking a cruise to Kauai and want to rent a car:
Most of the rental car companies will send a shuttle down to pick up passengers. You will just need to note when you do reservations that rental location is LIH (Lihue Airport) but you are coming off the ship at Nawiliwili and need transportation to get to the rental site.
